At the first glance, it is Maia Sandu's pro-European PAS party who won recent local elections in Moldova. A more cautious look reveals a more complex picture: pro-Russian and/or oligarchic parties will rule the biggest cities and even the president's personal engagement did not motivate most of citizens to go and vote.
